Measure 98

Measure 98-High School Graduation and College and Career Readiness Act of 2016.

Key Points: This 2016 ballot initiative that provides direct funding to school districts to increase high school graduation rates.  This will be done through the following.
  • Student equity and engagement:  Address equity across Oregon’s educational system so that all students may experience educational engagement, reduction in opportunity gaps, and students are confident and prepared for  their next steps to careers and college
  • Planning, collaboration, evidence based practices, funding:  Support the development of collaborative district and school plans that address the improvement of teaching, learning and student outcomes, including but not limited to utilization of incentives, instructional innovation and evidence and research based best practices for career planning
  • Quality, growth, and local needs:  Dedicate funding and resources for quality CTE, accelerated college credit and dropout prevention programs that ensure that every school can expand programming to meet community, regional, education and economic grow goals
  • Data: Provide accurate, relevant & consistent data to support program implementation and evaluation.

Relevance:  This is relevant to teachers that are going to teach high school because it is going to open pathways to career readiness for students that do not want to attend college and or do not have the fund to do so.  This will also allow schools to focus on ways to make sure that more students are graduating from high school.  This is important because the state wants to make sure that the programs at each high school meet the needs of the community.  The ballot measure just passed on 11/8/16.  Through all the planning and negation funds will not be available until 10/15/17.

  1. As a Secondary teacher and looking at Business Education, this seems to correlate with the area of CTE (Career and Technical Education). These classes are designed to prepare students for technical fields such as accounting, finance, hospitality, agriculture, etc). I wouldn't be surprised to see more teachers enter these areas and become CTE endorsed since this Measure.

  2. This is a good idea to provide more opportunities for students to graduate. I think its important for kids to have a minimum of a high school diploma, so this will help them accomplish that goal. The focus on Career and Technical Eduction classes is a good start, but I think that more than just those courses should be considered. For example, vocational classes should be added as well. And there was another measure that will hopefully help with that.

  3. I agree that additional opportunities need to be provided to our students once they reach high school and preparing them beyond. While I know the extreme importance of education, I also realize that traditional education in a classroom setting is not meant for everyone. With Measure 98 passing, I hope an abundance of opportunities arise for students that need different types of education. Working in a high school with a fantastic culinary program, I realize the passion students have toward various trades that do not necessarily require a 4-year college degree. The more school districts can provide and attract the attention of its students through various avenues, the better off the district and student engagement we will see.
